LTMS Registration Guide: Create Your LTO Portal Account Step by Step
Step-by-step LTMS registration: what you need, how to enroll as an individual, email verification, and what to do after your account is active.
Creating your LTMS account is the one-time setup that unlocks everything else — license renewal, vehicle registration, violation checks, online payments. It takes about ten minutes if you have your details ready. Here's exactly what to do, screen by screen.
Before you start: what you'll need
- A valid email address you can open right now (the verification link expires)
- An active mobile number
- Your full name, birthdate, and mother's maiden name
- If you already hold a license: your driver's license number, expiry date, and official receipt (OR) number — or your mother's maiden name if the OR is missing
- A stable internet connection; the portal is slowest during daytime peak hours
Step 1: Open the official portal
Type portal.lto.gov.ph directly into your browser's address bar. Don't click links from random Facebook pages or text messages — scammers clone the portal's look. Check that the address bar shows exactly portal.lto.gov.ph before you type anything.
Step 2: Click "Register Now"
On the portal's landing page, find the Register Now button. A Terms of Agreement window pops up — read it, tick the "Yes, I accept" box, and enter the captcha code shown on screen.
Step 3: Choose your registrant type
The system asks how you want to enroll:
- Enroll as an individual — for private motorists, drivers, and vehicle owners (this is you, most likely)
- Enroll as an organization — for companies registering fleets or corporate accounts
Step 4: Tell the system whether you hold a license
You'll be asked a simple yes/no: do you already have a Philippine driver's or conductor's license?
If yes: enter your license number, its expiry date, and your official receipt number. If you've lost the receipt, you can use your mother's maiden name as an alternative verifier. Confirm your nationality and continue.
If no: you're registering as a first-time applicant. Provide your full name, birthdate, and mother's maiden name. Foreign residents enter their ACR (Alien Certificate of Registration) number, expiry date, and nationality instead.
Step 5: Enter your contact details
Type in your email address and mobile number carefully — one typo here and the verification email goes nowhere. This email becomes your login username, so use one you actually check.
Step 6: Verify your email
Submit the form, then open your inbox. The LTO sends a verification message with an activation link — click it. Check your spam or junk folder if it doesn't arrive within a few minutes; you can request a resend from the portal. Once you click the link, set a strong password (mix letters, numbers, and symbols).
That's it — your LTMS account is active. Log in with your email and password, and the portal links your LTO client number to your profile automatically.
After registration: do these three things
- Complete your profile — fill in any remaining details the dashboard asks for. Accurate records prevent mismatches later.
- Save your client number — you'll need it for renewals and applications.
- Never share your login — no LTO fixer or agent needs your password. Ever.
Registration not working?
The most common snags: the verification email landing in spam, entering a name that doesn't exactly match LTO records, or trying during peak hours when the portal crawls. Our LTMS errors and fixes guide covers each one with solutions. And once you're in, here's how to log in and recover your password.
